Decision
An EU decision is binding on the persons who are named in the decision, but does not cover all other citizens of the EU. Contrary, a regulation applies to everyone.
The future
The Lisbon Treaty singles out EU decisions as the ordinary form of decision-making and also specifies the use of this instrument for the adoption of most foreign policy measures.
