Decision
An EU decision is binding on the persons who are named in the decision, but does not cover all other citizens of the EU. By contrast, a regulation applies to everyone.
The word "decision" has also been used by the European Council for the adoption of the Irish declaration and the Edinburgh agreement allowing Ireland and Denmark to re-run referendums on the Lisbon Treaty in 2009 and the Maastricht Treaty in 1993.
The Lisbon Treaty specifies the use of this instrument for the adoption of most foreign
policy measures.
