British MEP for South West England.
Was the Chair of the Liberal ALDE Group in the European Parliament from 2002 - 2009. Former chairman of the Committee on Citizens' Freedoms and Rights, Justice and Home Affairs.
Elected as a British Liberal Democrat in 1994.
He announced his candidacy to be elected President for the European Parliament from 2009. He gave in and withdraw his candidature when the 3 biggest groups made a deal to allow EPP and S-D to chair 2 1/2 year each.
