USA and EU

The former US secretary of State Henry Kissinger once famously asked who he should phone when he wanted to listen to Europe.
This is part of the reasoning behind the proposal to establish a European President or a Foreign Minister who can interact with the USA and other world powers.
It is an example of how the EU is in the process of transforming itself into a superstate similar to the USA.
