USA AND THE EU
The former US secretary of State Henry Kissinger once famously asked who he should phone when he wanted to listen to Europe.
This is part of the reasoning behind the Lisbon Treaty establishing a European President and a Foreign Minister - "High Representative" - who can interact with the USA and other world powers.
