An aim enshrined in the treaties as a headline for Justice and Home AffairsRelates to judicial/police cooperation in criminal matters, judicial cooperation in civil matters, visa, immigration and border control policies.

Notes

Whereas the areas of asylum, visa, immigration and border controls had been inserted into the Treaty establishing the European Community (TEC) by the Treaty of Amsterdam, Judicial and police cooperation in criminal matters has remained subject to the 3rd intergovernmental EU pillar.

The 2007 Lisbon Treaty proposes to also insert this area into the Treaty establishing the European Community (TEC), which is renamed "Treaty on the Functioning of the Union" (TFEU), thus bringing police and judicial cooperation in criminal matters within the ambit of the communitarian (federalised) legal order.

Denmark, UK and Ireland have derogations.
