The Lisbon Treaty provides for a common defence market and a common purchasing agency for armaments and military products. This 'European Armaments, Research and Military Capabilities Agency' identifies military needs and supports defence technology research. It was established on 16 of June 2004 before the Lisbon Treaty was approved- see Art. 45 TEU.
