The European Parliament has 20 permanent committees that prepare the reports to be decided by a full session (the plenary). According to new rules the committees can - with an especially large majority - decide certain issues on their own.
The Parliament has decided to increase its number of committees from 17 - 20. This came into effect from the EU Parliament's first gathering after the EU election in June 2004.
