Protocol
A protocol is a legally binding text, which is usually added (annexed) to a treaty and which explains a certain topic. A protocol to a treaty has the same legal status as the treaty itself when it has been ratified (approved) by the member states.
Declarations attached to a treaty are not legally binding and are not regarded as a part of a treaty, although they may have some political value.
