Policy planning and early warning unit

A unit in the Council secretariat that deals with foreign and security policy. It was established under the Treaty of Amsterdam to prepare Foreign and Security Policy initiatives and is normally called the 'Policy Unit'.

It is led by the High Representative and Secretary General of the Council, Javier Solana.
