Phare

An aid programme, which supports the reform process in Eastern and Central Europe by financing projects. Established in 1989 by 24 rich countries and co-ordinated by the EU Commission. Currently Phare is the most important programme in relation to the candidate countries EU membership preparations.
The EU's support for this in 1995-1999 was 6.7 billion Euro and 10 billion for 2000-2006. 

Given that the countries which previously were eligible for the Phare programme, are new Member States of the European Union substantial changes are being made to the scope of the Phare programme.
