Phare 

An aid programme, which supported the reform process in Eastern and Central Europe by financing projects. Established in 1989 by 24 rich countries and co-ordinated by the EU Commission.

The EU's support for this in 1995-1999 was 6.7 billion Euro and 10 billion for 2000-2006. Since 2006 PHARE has been restructured and replaced by the Instrument for Pre-Accession Assistance (IPA).
