Majority voting

International cooperation is normally based on unanimity between the participating states. The EU has developed supra-national cooperation where a  member state  can be bound also by decisions it has voted against.

Simple majority is just a majority of those taken part in a vote.

Qualified majority can requiere a majority of all members and is then called absolute majority in the European Parliament.
