Laeken Declaration on the Future of the European Union

In December 2001 a summit in Brussels decided to establish a Convention to prepare a new EU constitutional Treaty. Giscard d`Estaing was nominated as chairman.

The declaration raises 64 critical questions regarding the EU's future, particularly regarding the democratic deficit, and ways of removing it. The result is now the draft EU Constitution decided by an intergovernmental conference 18 June 2004 and the Lisbon Treaty which entered into force 1 December 2009.
