Ex-ante political monitoring
An expression used in the Convention to refer to the wish to check possible breaches of the subsidiarity principle before (ex ante) the Council starts considering a proposal for a law.
This make-function was promised by Commission President Barroso to the European Parliament and national parliaments meeting for a joint session in Brussels and later assigned to the national Parliaments from the summit in June 2006 as an admission to the Dutch no to the constitution.
