The Convention on the Future of Europe had an EU-critical group of euro-sceptics and euro-realists. They proposed an alternative draft Treaty in which common European laws are also decided by national Parliaments.
Under this system each national Parliament would appoint its own Commissioner who would participate in the weekly meetings of the national Parliament’s European Committee.
The alternative draft Treaty signed by eight members and deputy members of the Convention was attached to the Convention proposal as a Minority Report.
