Decisions in Common Foreign and Security policy

The Lisbon Treaty makes "decisions" generally used to determine foreign policy on the basis of unanimity.

However, the possibility of deciding by qualified majority is also mentioned when proposals originate from the common foreign minister who is officially titled "High Representative". See Art. 31 TEU in theĀ Lisbon Treaty.
