Formal notice 

The first letter from the Commission to a member of a country breaches of EU law. The letter is confidential, so governments can align ourselves without it comes to public or national parliaments knowledge.

 

The Commission opened 1300 infringement proceedings against member states in 2013,. If a government does not align voluntarily it risks the effects of litigation before the EU Court.
