Discharge
Discharge
The European Parliament gives approval to or
"discharges" the accounts of the Commission each year. The member states then give their discharge through a decision in the Council.
Notes
- In 1998, the European Parliament refused discharge
for the financial year 1996 because the accounts were unsatisfactory.
- This led to the resignation of the EU Commission
headed by Jacques Santer on 15th March
1999.
- Since 1994 the European Court of Auditors has
stated every year that it is unable to vouch for the correctness of all underlying financial transactions in the EU.
