Constituent Assembly
In 1984 the European Parliament called for an assembly authorised to establish a Constitution for the EU. Under the leadership of Altiero Spinelli the first draft constitution was produced.
There is a clear link between this initiative and the Convention on the Future of Europe which prepared the rejected 2004 EU Constitution, which in turn formed the framework for the 2007 Lisbon Treaty, which entered into force 1 December 2009.
