ID-cards and passports
The EU may decide on identity cards, residence permits and passports for EU citizens according to a special legislative procedure in the Lisbon Treaty, Article 21.2 TFEU and 77.3 TFEU.
A decision requires unanimity among the member states until qualified majority may be introduced - by unanimity.
The European Parliament must be consulted but has no co-decision.
