Communication
Part of the decision-making process in the EU.
The Treaty does not mention communications, but refers to ‘recommendations’ and ‘opinions’ as non-binding forms of decision-making. The binding forms are Regulations, Directives and Decisions.
The European Parliament has unanimously criticised the Commission for its use of “soft law”, e.g. to regulate the market for music through a communication from 2005, causing difficulties for most authors' rights agencies.
