Period of reflection
An EU summit in Brussels in June 2005 decided to launch a period of reflection on the ‘Europe of the future’. This was a reaction to the rejection of the draft Constitution by the French and the Dutch in their referendums on 29 May and 1 June 2005.
The Commission followed this up with what it called ‘Plan D’. D stands for democracy, dialogue and debate with the citizens.
By the end prime ministers decided to move the major content from the rejected constitution into the Lisbon Treaty and avoid referendums outside Ireland.
