Phrase denoting the adoption of the draft EU Constitution through a succession of many small steps or amendments to the existing EU treaties,which was the method adopted to make the Treaty of Lisbon.The Treaty of Lisbon thus replaced the Treaty Establishing a Constitution for Europe, which the French and Dutch had rejected in referendums.
