Population
The 28 EU member states contain over 505 million citizens. Eurostat establish new figures each year. The figures are then fixed into an amendment to the rules of procedure for the Council to be renewed each year.
The figures published by Eurostat are not identical with the figures used in the Council decision.

From 1 November 2014 the Council of Ministers will also vote according to number of citizens. Until then a member state can ask for a special counting of votes behind qualified majority and insist on a number of states representing at least 62% of the total EU population.
