Non-compulsory expenditures
The major part of the EU budget, on which the European Parliament had the last word on expenditures within the limits of a certain amount. Is also called non-obligatory expenditures.
The Lisbon Treaty abolished the difference between obligatory and non-obligatory expenditures. The European Parliament now has the last word on the full budget, except for agricultural spending.
