Architects
The EU cooperates in laying down minimum standards for qualifications under the different educational systems of member states. The directive for mutual recognition of architects was negotiated over almost 18 years because a majority decision could not be reached during that time.
The old rules requiring unanimity for all harmonisation measures made it difficult to reach agreement. Now rules enable this to be done more quickly by a qualified majority.
