EUROPEAN PASSPORT
The Burgundy-coloured common EU passport was established in 1985 to encourage the idea of a common EU citizenship.
All passports are issued by the nation states, but have a common format and colour and an identical inscription on the cover: "European Union".
The Lisbon Treaty has stablished joint borders and permits the EU to decide on ID cards and passports with unanimity, see Art. 21.2 TFEU and 77.3 TFEU.
Unanimity can be changed to qualified majority voting - with unanimity.
