Two-track strategy
The EU summit in June 2006 agreed on a ‘two-track approach’ in order to make progress with the proposal for an EU Constitution before the final ratifications.
The Constitutional Treaty had been rejected in referendums in France and the Netherlands on 29 May and 1 June 2005.
The Lisbon Treaty entered into force 1 December 2009.
