Communication strategy before enlargement

In order to inform the citizens in the previous applicant countries, the Commission presented an overview of why the Union was about to undertake its largest and most ambitious enlargement so far, and what the consequences of this step were likely to be. The report's title is “Explaining Europe’s enlargement”.
