Cultural policy

Making national cultures consistent with one another  (harmonisation) is not covered by the EU treaties. In this area the EU can make recommendations and decide on incentive measures by unanimity in the Council and co-decision with the European Parliament.  

The Lisbon Treaty makes culture an area for supporting, coordinating and complementary action. Decisions must be taken by qualified majority in the Council and co-decision with the European Parliament. See Art. 6 TFEU and 167 TFEU.
