Recommendation
A non-binding decision, which only urges Member States to comply. A member state cannot be fined for the breach of recommendations.

Countries can only be fined for breaching binding EU-rules like regulations and directives.
The EU Commission has, however, on the basis of a recommendation concerning the rights of composers threatened to place fines on collecting agencies.
